New $20 Million Loan Fund Created to Expand Affordable Housing in Jacksonville

A coalition of private companies and charitable organizations has launched a $20 million loan fund aimed at building more affordable apartments in Jacksonville, Florida.

Named the Jacksonville Growth and Affordability Partnership Fund (Jax GAP Fund), the program is expected to help generate roughly $80 million in total construction.

The goal of the fund is to solve a major obstacle for home builders: a lack of accessible financing. While developers want to build affordable units, public funding is limited—in 2025, local developers applied for over $40 million in state financing, but only about 20% received approval.
 

Key Details of the Fund

  • Low-Cost & Quick Loans: Developers can secure affordable, long-term financing or quick "bridge" loans to secure land and property in high-demand areas.
  • Reusable Capital: Managed by the non-profit Self-Help Ventures Fund, loans will be repaid over 20 years, allowing the money to be reinvested into future housing projects.
  • Funding Sources:
    • Northern Trust: $10 million (anchor investor)
    • Jessie Ball duPont Fund: $5 million
    • The Community Foundation for Northeast Florida & Donors: $3 million
    • Pinnacle Financial Partners: $2 million
 

Why Jacksonville Needs Affordable Rentals


Local housing studies highlight a growing affordability crisis in the area:
  • Since 2011, a large portion of Jacksonville renters have been "cost-burdened," meaning they spend over 30% of their income on housing.
  • For families earning $51,250 or less (half the area's median income for a family of four), there are only 48 affordable apartments for every 100 families in need.
Organizers view this initial $20 million effort as a pilot program to test the concept. If successful, they hope to attract municipal backing and expand the model to surrounding communities across Northeast Florida.
